CHPA Clarifies Regularization Process in Arcadia (Mocha)
The Ministry of Housing–Central Housing and Planning Authority (CHPA) wishes to firmly address and clarify misinformation currently circulating regarding the regularization exercise in the Arcadia (Mocha) area.
CHPA emphasizes that regularization is not based on claims, influence, political alignment, or informal promises. The process is grounded strictly in verified occupancy, in keeping with the long-standing national housing policy.
For clarity, occupancy is defined as an individual residing on the land in a completed or substantially developed structure. Activities such as clearing vegetation, placing markers, or informally demarcating space do not constitute occupation and do not qualify an individual for regularization.
At no time was there a blanket commitment to regularize all persons in the area, nor was any individual appointed as an authorized housing representative on behalf of CHPA. Self-appointed intermediaries are not recognized, and the Authority engages residents directly through official channels only.
An inventory exercise was conducted in October 2022 to identify, verify and record legitimate occupants. During this process, occupants were guided on the regularisation process and what it entails. The process was again outlined during a subsequent meeting with residents, and the Minister of Housing, in July 2023.
The Ministry wishes to further clarify that upon completion of an inventory exercise; any newly constructed structures are not recognised.
CHPA further clarifies that the lands in question remain under the purview of the Ministry by virtue of a Certificate of Title (No.2025-250 H).
With respect to ongoing first-phase infrastructure works, seven (7) structures were identified as being directly within the alignment of the approved roadway. These occupants have been shown alternative lots and will be relocated in accordance with the development plan. The road design was revised to minimize displacement. An additional ten persons have begun the relocation process, and official documentation for their respective plot of land.
The Ministry advises that no fees are payable to any private individual for regularization and that no unofficial payments will be recognized. Any claims of money being collected in exchange for land promises should be formally reported.
CHPA remains committed to structured development, lawful regularization, and the orderly advancement of Mocha Arcadia. Development cannot and will not be derailed by confusion or political misrepresentation. Order, policy, and verified occupancy will guide this process—nothing else.
