Introduction to Single Window
Welcome to the Single Window Platform for Planning and Development Applications.
The Single Window Platform is a single point of entry for all planning and development applications, that allows applicants to submit, monitor and track the progress of their applications. During this process, applicants will receive updates about their application’s status via email. In order to ensure efficiency and transparency in decision making on your application, the process will be subject to deadlines and escalations to ensure the timely processing of your application.
Guidance to applicants
A general application form is being used in order to ensure there is a consistent approach to the manner in which applications are made. The form is designed to assist the applicant in knowing what must be submitted and how. The complete form also acts as a high level summary of the proposed development with the level of detail entered in the relevant box being appropriate for this purpose. This will enable any interested party to gain a basic overview of what is being proposed. To ensure it is easily understood by a range of audiences, the applicant must avoid the use of complex and technical terminology or unexplained acronyms, as far as possible, within the entries on the form.
To enable all of the documents and other information to be easily identified by the CHPA and other partners, the applicant must ensure they are uploaded in a correct format and labelled. The submission of duplicated documents and information should be avoided. If a document is required to be duplicated, it should be clearly labelled before uploading.
Permitted development
Not all development requires the granting of planning permission. Some development such as the construction of fences, bridges, rental of community centers, burials are permitted development by Local Authorities but do not require planning permission. These applications will continue to be received and processed at the respective local authorities and are not required to be submitted through the single Window portal.
Guidance and requirements for making an application
Applications submitted through the portal may have varying requirements based on application type. Additionally, applications directed to partner agencies may include specific criteria. All requirements, whether general or specific, are necessary for processing and determining the outcome of an application.
Generally, to submit an application through the portal, the following documents (in electronic format and legible) are required:
- National Identification/passport of developer
- TIN certificate
- Document of ownership (Transport, Title, Lease, etc.) certified by the Registry.
If the developer is not the owner of the land, then the following is required along with the document of ownership of the owner.
a. Tenancy Agreement certified by a Commissioner of Oats or Notary Public
b. Letter of Permission certified by a Commissioner of Oats or Notary Public - Site Location plan detailing adjoining land uses
- Survey plan of lot/ area to be developed
Specific requirements for applications being directed to agencies inclusive of the Central Housing and Planning Authority are found under each agency listed on this page.
Requirements for Preparing a Site Plan.
A site plan is a detailed, scaled drawing of the plot of land and the development thereon from an aerial perspective and must depict, at a minimum, the following:
- The North point,
- Property lines – the boundaries and their dimensions,
- Surrounding street(s) and proposed access,
- Building(s) – whether proposed or existing and they must be labelled accordingly and the proposed activity indicated to be conducted on-site must be indicated,
- Easements – the setback distances between the structures and boundaries of the property and the distances between the structures,
- Parking, loading and off-loading areas,
- Septic tank or sewerage facility,
- Internal drains/ drainage network,
- Water trestle (if any)
For MAJOR DEVELOPMENTS, in addition to the above the site plan should also depict:
- Internal circulation and separation of pedestrian and vehicular traffic in major high intensity residential, commercial, industrial, agricultural or other applications where such as shopping mall, hospital, industrial sites, etc.
- Landscaping features.
- 12. Special features (such as buffers, oil/water separators in the case such gas stations, etc, holding tanks in cases such as funeral homes, chemical transfer and storages facilities, etc, and gas grease traps for food restaurants, shopping malls, hotels, etc.)
- Underground service facilities (such as waste treatment plant, water reservoirs, gas tanks and pipelines).
Points to note:
- All drawings (site plan, floor plans and elevations) MUST be in black and white save and except
- Additions – to be lighted hatched in red and,
- Demolitions – to be lightly hatched in blue.
Note: fire safety symbols are placed in red on the floor plans and as such colourful drawings do not allow for the proper placing of same.
- Dimension lines MUST be in black.
- Drawings must be done and saved to scale, that is, plans and elevations to 1/8” = 1’-0” and site plan to 1/16” = 1’-0”. They may be either saved as a PDF or scanned as to preserve the quality of the image. Further, drawings must not be saved to letter, legal or 11”x17” size sheets.
- The sheet must not be cluttered, so as to allow for the placing of the stamp, conditions and annotations from agencies.

Full Planning Application
- Complete the application form on the Single Window Portal. (chpa.gov.gy/singlewindow)
- Upload the following documents:
Building Plans depicting the following:- Site Plan at 1/16” = 1’- 0” scale
- 2 Elevations at 1/8” = 1’- 0” scale
- Floor plans at 1/8”= 1’- 0” scale*Plans must clearly state type of development desired and all measurements must be shown.
Document of ownership (Transport, Title, Lease, etc.) Certified by the Registry.
If the developer is not the owner of the land, then the following is required along with the copy of the document of ownership of the owner.- Tenancy Agreement certified by a Commissioner of Oats or Notary Public
- Letter of Permission certified by a Commissioner of Oats or Notary Public

Pre-Application Consultation
- Complete the application form on the Single Window Portal. (chpa.gov.gy/singlewindow)

- A letter of intent addressed to the secretary
- Detailed Project Proposal
- A Location Plan showing the site and its environs (including the WGS84 coordinates for the proposed site)
- Document of Ownership or Intent to Lease or Purchase
- Document of identification of applicant
- TIN Certificate of applicant
- Pay the processing fee
The Detailed Project Proposal should include the following:
- For Major Commercial Developments
- Activities to be conducted on site.
- A parking and circulation proposal.
- Location of loading and off-loading facilities.
- Detail of proposed solid waste disposal system.
- Site layout concept.
- Development phases (if any).
- For Major Industrial Developments
- The products to be manufactured.
- The volume and types of raw materials, which will be used in processing and/or stored on site.
- The means of storage and disposal.
- Brief description of processes to be done onsite.
- Means of transporting materials/ products to and from the site.
- Site layout concept.
- Development phases (if any).
Change of Use
- Complete the application form on the Single Window Portal. (chpa.gov.gy/singlewindow)
- Upload the following documents:
- A letter of request for change of use addressed to the secretary (Project Proposal if any)
- A Location Plan showing the site and its environs ( survey plan)
- Document of ownership (Transport, Title, Lease, etc.) Certified by the Registry.
- Document of identification of the applicant
- TIN Certificate of applicant
- Pay the processing fee
For Applications being made in the name of a Company, the following must also be provided:

- Application Processing Fees ranges from $36,000 GYD to $109,000 GYD
- Site Inspection Fees ranges from $36,000 GYD to $109,000 GYD
Requirements (for the utilisation or commencement of the construction of a marine structure for the purpose specified by the Applicant)
- The applicant should be the developer, or person in whose name the no objection should be granted. In the case of an organisation, institution or enterprise, the contact information for an uthorised respresentative shoould be provided.
- The Maritime Administration Department should be immediately notified in writing of any change(s) in details provide in this application form that occur(s) after the Application is submitted for processing.
- No activity related to the proposed project is allowed to commence within the limits of the area stated in the application until a no objection has been granted by the Maritime Administration Department. This can result in legal action against the Applicant by the Department. If there are technical persons (e.g. architects, engineers, consultants, etc.) assisting in the completion of this application form, kindly provide contact information.
- In the case where the Department issues a no objection in respect of the application, the Applicant will be required to comply with all conditions outlined in the no objection document.
- Please state the expected lifetime of the project
- Applicants are required to submit the electronic copies of items listed. It would be advisable for information be provided in a digital/vector format such as .shp, .dxf, .dwg etc
- Detailed Hydrographic Survey Charts showing proposed construction inclusive of all mooring structures and at least one coordinated point to a known datum.
- Registered Cadastral Plan of the adjoin lands.
- Design Drawings for Proposed Structures (Plans, Cross Sections).
- N.B –Adequate information should be provided on the elevation of structures with respect to Georgetown Datum).
- Design Reports/ Calculations for Proposed Mooring Structures (Must be signed by a Qualified Civil Engineer or equivalent).

Requirements – for sites/developments within the Georgetown Sewerage Area
- All arrears for the lot must be settled with the company
- Cadastral map (Survey Plan) of site
- Detailed Site plan is required in the case of the cadastral not being available. The detailed site plan MUST include:
- The outlined lot for the proposed building with dimensions for all sides as well as the cardinal points.
- The outline of the properties surrounding (minimum of two (2) buildings for corner lots and four (4) buildings for buildings in between lots) with their perimeter dimensions clearly stated.
- The distances between the surrounding properties and the property in question

- All applicants must have an account with GWI.
- All empty plots of land (in the Georgetown Sewerage Area) require an investigation by GWI prior to payment for an application through the Single Window System. Requests for such can be made through GWI’s customer service department.
Application Processing Fee: $25,000 GYD
Requirements (involving the construction of a permanent structure along the foreshore and abutting the sea defence reserve)
- All required documents, including the cover letter, engineering drawings, property documents, cadastral plans etc. shall be submitted as electronic files, preferably in pdf format, and shall be legible.
- Application cover letter – The application should be submitted with a comprehensive cover letter which provides relevant background information on the arrangements for implementing the proposed works and envisaged operations and activities. The cover letter must be submitted in original, and shall be signed by the Applicant, or in the case or entities, an authorised representative
- The applicant should be the developer, or individual who will be legally responsible for compliance with the Board’s stipulated requirements. In the case of an organisation, institution or enterprise, the contact information for an authorised representative should be provided along with documentation establishing the legal status of the entity.
- Site Information: In cases where riparian access to the sea and river defence reserve and foreshore is being sought, detailed information shall be submitted to support ownership or legal access to the land proposed for development in conjunction with the proposed marine structures.
- Site Information: Where an agreement of sale for a waterfront property is submitted, the associated land transport or title and cadastral plan shall be provided.
- Site Information: Photographs of the proposed property and adjacent waterfront space, including the existing sea or river defence structure and foreshore conditions. Drone footage shall be provided if this can be facilitated.

- Site Visits: Technical representatives of the Sea and River Defence Department will conduct a mandatory site visit to the proposed project site with the Applicant as part of the application review process. Additionally, approved applicants will be required to facilitate follow up monitoring site visits conducted by representatives of the Sea Defence Board.
- Processing Fee:
A non-refundable fee of G$25,000 is required for the processing of applications. This fee should be pay via the Single Window Portal. Additionally, Applicants are required to finance all travel, accommodation and meals expenses for the Board’s technical representatives conducting site visits to remote project sites in hinterland locations. - Application Review Considerations
In its review of applications and decision making, the Board considers a number of factors in accordance with the provisions of the Sea Defence Act, the Sea and River Defence Sector Policy (2015) and related requirements, policies and laws relevant to other Government agencies. These include the following:- Impacts of the proposed development on the long-term functionality and resilience of the flood defence system.
- Impacts of the proposed development of stakeholders, livelihoods, adjacent communities and the environment.
- Whether the proposed development harmonises or conflicts with Government policy and planned future development.
- Land use considerations
- Additional information required by the Board for processing of the application is listed in the
respective sections of the form. Further information may be requested if the Sea Defence Board
deems it necessary. - No activity related to the proposed project is allowed to be carried within the limits of the sea defence reserve until a no objection has been granted by the Sea Defence Board. This can result in legal action against the Applicant by the Ministry of Public Works.
- In the case where the Board issues a no objection in respect of the application, the Applicant will be required to comply with all conditions outlined in the no objection document.

Environmental Authorisation fees range from US$100 to more than US$ 3,100 per year, which is determined by EPA after screening.

You are experiencing the said error, because you have not registered for a Single Window system account. You may do so by clicking on the link here, then select Register and proceed to follow the instructions. Thereafter, you will be able to login to the account and proceed with applying.
There are 11 different application types. A four-story hotel is considered a Commercial Application. Each application type will have a different set of requirements. As an applicant, you can start an application, allowing you to see what details are requested in the application form, and what documents are required for upload. If you’re missing information or required documents, you can save your application, and return to it once you have all the details required.
No. Applications for turnkey homes or residential house lots cannot be made using this system. The system was designed to only receive and process planning and development applications.
Once your application is reviewed and the regulatory agencies and Local Authority are identified the requisite fees will be calculated.

Currently, payments can be made in cash to a CH&PA cashier, either at our main office or one of our regional offices, or via MMG (Mobile Money Guyana), or EFT (Electronic Funds Transfer). In the very near future, electronic payment options will be available.
The system allows for multiple file formats, however, depending on the format (e.g., pdf, word) you may be able to view the documents from the portal. Otherwise, complex file formats which require specialized software to view, will need to be downloaded and accessed via that specialized software. Thus, it is recommended that you use PDFs where possible.
No. Once an application is submitted to the portal there will be no need to make any submissions to the Local Authority or Town Council. The applications once submitted and accepted will be forwarded to the respective Local Authority electronically. Notwithstanding, some local authorities may still require hard copy submissions. It is best to contact the local authority responsible for your area on their specific requirements.
There are several ways to verify that your application has been submitted successfully. After clicking the submit button, you will see a popup that announces the successful submission of your application. When you look at your list of submissions, you’ll see the status of your application has changed from “Created” to “New – Pending Payment”.
Lastly, you will receive an email that confirms your submission and instructs you to make the required fee payment.
Yes. You will be able to save and retrieve your application however once it is submitted you will not be able to make changes to the application.
No. Once a complete application is submitted and is accepted you will not be able to make further submissions or amendments.
The Single Window will allow you to make your application for development online without having to travel to Guyana. It will allow you to track your application online, provides transparency in the permitting process and offers predictability in the time a response will be provided.
If your application is a Full Application, you will not be able to make changes after you have submitted it. This is because each step of the review process relies on the review step before it. If information is changed, it invalidates review steps already completed. Consequently, it is highly advised that you make use of the Pre-Consult application process to verify the “approvability” of an application before submitting a Full Application.
If your application is for a Pre-Consult, you may receive a request from CH&PA for additional information. You will receive instructions on how to submit those additions.
